What input should each of these departments have to Learning? What input should Learning have to these departments? When should something be led by Internal Communications and when by Learning? How does KM fit into Learning?
Is an Organisational Development strategy something that is led by Learning or supported by?
There are good arguments for all of these.

I am the Head of L&D for a management consulting firm. Although I report into the HR Director I feel much more part of the real business. Most of my interaction is with people in our sector and solution teams. This is absolutely vital for me so that I can stay close to their issues and requirements. However being part of the HR community also enables me to act as a bit of a bridge too.
We work hard to ensure that our L&D work is all business led. For example we recently led the business through a process to define what we really meant by and wanted from Talent Management. This keeps our credibility high but also is really valuable to the business.
